This was the first ICAI review of DFID’s health portfolio

since the adoption of the SDGs.


 Simon Azariah worked as the Technical Expert, Heath Systems and MNCH for

the review. We supported ICAIMaternal Health Impact Review to explore

the contribution that the UK has made to achieving international goals on

maternal health. This is an impact review to test the results that DFID has

PDI assisted management4health (m4h), Germany to work with health leaders,

managers from three Health Directorates and NGOs in North-West Syria:

Idlib, part of Aleppo and part of Hama over a four-week long hands-on capacity

development exercise spread over three months, to build capacity of participants

in Health Management, Planning and Policy along with intensive participatory

work which resulted in a Strategic Health Plan for North-West Syria 2020-2025.

Supported by GIZ, work carried out in the historical city of Gaziantep, Turkey.

Harm Reduction Responses for PWIDs in Asia



January 2018 to January 2019

                                                                                                PDI conducted the Baseline for “Strengthening HIV and Harm Reduction Responses

for PWIDs in Asia” a programme of India HIV/AIDS Alliance funded by Global Fund

for AIDS, Tuberculosis and Malaria.


The study was carried out in seven Asian countries and established a results-framework

for the project through which current status was established; the same framework will be used

to establish the end-line by ascertaining the extent to which the programme expanded access to

essential HIV and harm reduction services for PWID across all seven programme countries.

The baseline study focused on the regional and country specific state of applicable and relevant

indicators at the start of the programme to serve as a benchmark to measure progress and impact over time.

Review of DFAT's Sexual & Reproductive

Health Program for Pakistan

​DFAT’s sexual and reproductive health program in Pakistan, “Provision of life-saving maternal and reproductive

health and Protection Support Services for women and girls in Khyber Pakhtunkhwa Tribal districts and host

communities in Baluchistan” ($7.4m over 2018-2021) supports the Government of Pakistan, by scaling up

reproductive health service delivery interventions for 360,000 beneficiaries (women, men and adolescent boys

and girls) from refugee and host populations in Baluchistan and Khyber Pakhtunkhwa (KP). This program aims

to increase access of Afghan women and girls, temporarily displaced persons, and host communities to

quality reproductive health services. This program falls under DFAT’s Regional Humanitarian Strategy for Pakistan

and Afghanistan and is delivered in a complex, conflict-affected context.
We provided guidance to DFAT on the quality, structure, appropriateness of the Pakistan SRH program proposal.

Evaluation of EU funded support to
Afghan Public Health and Nutrition Sector

November 2018 to March 2019

Evaluation of ‘Support to the Afghan Public Health and Nutrition Sector’
(under Financing Agreement DCI-ASIE/2010/21-730-) through which EU
provided EUR 73 Million to the health sector.

Evaluation to determine relevance, efficiency, effectiveness, impact and sustainability of: BPHS in 10 provinces and EPHS in 5 provinces through grant contracts to NGOs (national and international). Strengthening Stewardship role of the Ministry of Public Health functions. Delivery of disability and rehabilitation services; Integration of Mental Health into BPHS & EPHS of Afghanistan; Strengthening capacity for the provision of quality services at the Mental Health Hospital and Substance Misuse Center, Strengthening Disability and Rehabilitation Health Services. Health research plus various other aspects.

New Funding Request for

TB Prevention & Control of

Tuberculosis in Pakistan

for GFATM

Development of new funding request and other grant documents

for TB prevention and Control in Pakistan on behalf of CCM Pakistan in light of the NSP findings and priorities. Process included:
- Consultation with the MoNHSR&C to review the current grant of HSS and its alignment with the proposed NFR for TB prevention and control in Pakistan to bring the HSPIU unit on board during the process of grant development. Worked with Principal Recipients, sub recipients, provincial partners, relevant CCM members and other stakeholders. 
- Coordination with provincial TB control Programs to review implementation of current grant and adjust the NFR accordingly.
- Consultations with Stop TB unit of the regional office of WHO ensuring that then NFR addresses the SDGs for TB.
- Review of achievements of the current grant, gaps and new challenges to-date in line with the revised National Strategic Framework at both national and provincial/regional levels

- Knowledge assessment and training of frontline health workers (including medical officers) on mainstreaming
